The monograph presents the process of emergence and development of legislation on administrative responsibility in Russia. The author analyzes the general regularities of the emergence of responsibility for misdemeanors in the states of different legal families, the prerequisites of administrative responsibility in imperial Russia, the institutionalization of administrative responsibility in the Soviet period, identifies trends in the development of administrative responsibility at the present stage. The main method of research is the historical-legal method, which consists in analyzing changes in legislation in the context of those or other historical events. When analyzing modern problems of administrative-tort legislation the formal-legal method traditional for Russian legal science is used.
