The edition is devoted to the principle of consultation - ash-Shura (Council) in the history of Islam from the moment of the formation of ummah (community of the Muslim believers). The authors inquire into the evolution of the Koran institute of Russian Muslims - ash-Shura, and demonstrate that the idea of creation of the council was brought forward at the IIIrd all-Russian Nizhny-Novgorod Muslim Congress in 1906.
