The idea of an Estonian national kindergarten originated in Finland and was realized thanks to the leadership of active social figures in Tartu and the acceleration of social activities. In light of the strengthening of Estonian national identity, it was considered very important to raise future pro-Estonian members of society from an early age. The welfare aspect was also decisive in the emergence of kindergartens - children wandered the streets hungry and unsupervised.
