In 1906 the State Council was proclaimed a legislative institution equal in rights with the State Duma. The State Council played a very important role, as it became a stronghold of the Right movement and paralyzed the legislative activity both of the State Duma and government. Nowadays there exists a lot of written sources devoted to the history of the State Council, but there are still a lot of white pages in the study of this problem. This book represents an attempt to shed light at least on some of them.
