The book highlights the difficult process of forging a new relationship between Bulgaria and Romania in 1913-1914 against the backdrop of the unsettled ties between Germany and Austria-Hungary and between these two pairs of countries. Unlike other authors, Vladimir Zlatarski analyzes the events in the context of the divergent interests within one of the two major European blocs at the time. The transformation of Bulgaria's relations with Romania began during the Balkan Wars (1912-1913), which reshaped the region, and ended with the U-turn in Romania's foreign policy orientation, which was still secret but nevertheless discernible by 1914.
