The Arctic has been a hot topic ever since climate change and the quest for energy resources transformed Europe's, Russia's and America's frozen hinterland into their final frontier. With as much as 20% of the world's oil and gas reserves lying under Arctic waters, competition for control over the seabed is underway. Two schools of thought on the issue have arisen: states neighboring the Arctic (Canada, Russia, Denmark and Norway) argue that the territory should be divided among them, while a group of other states, led by the United States (which is not a signatory to the Convention on the Law of the Sea), argue that the area should be “internationalized.” The authors suggest a code of conduct for future activity in the Arctic, which would include a complete renunciation of the use of force, cooperative research to better define the continental shelf of the countries bordering the Arctic, and work to improve the living conditions of the indigenous peoples of the region.
