Monograph considers features of formation and development of the system of social welfare and maintenance of «children of misfortune» (orphans, foundlings, handicapped children, juvenile offenders, homeless children, etc.) based on archive documents, periodicals and publications. Special attention is paid to mechanisms of custody, patronage, private charitable efforts, public organisations, class associations, local government and national institutes on rescuing children in need in Imperial and Soviet Russia.
