The monograph, based on the analysis of the decisions and orders of the State Defense Committee, gives a detailed description of the measures aimed at strengthening the basic services, bodies and units of the NKVD of the USSR under the conditions of the Great Patriotic War; The measures taken by the State Committee for the Prevention of Crime, the provision of measures for local air defence, the development of the guerrilla movement and the formation of fighter battalions are described; showed the process of organizational development of the NKVD troops of the USSR and the main directions of their activity; described the features of the maintenance and use of the special contingent (ITL and ICE prisoners, special settlers, workers, prisoners of war and internees).
