Eduard Nikolaevich Berendts (1860–1930) - a graduate of St. Petersburg Imperial University, a professor who taught at the Demidov Law Lyceum, St. Petersburg Imperial University, Nikolaev Cavalry School of Officers and Junkers, the Imperial School of Law, Tartu University, an active political and public figure. E.N. Berendts made a significant contribution to the development of the police, administrative, financial, state law of Russia, Finnish law, the law of the Republic of Estonia.
