The book is dedicated to the capitals of government establishments – a special group of capitals, which were under the jurisdiction, but not at the disposal of ministries (departments). The budget legislation did not apply to them and they could be used only for purposes indicated by their founders and only within the received income of turnover. The work contains classified data by ministries and departments on the number of special capitals, sums of their income from a turnover, expenditures for each target group.
