The Republic of Armenia, having become the CoE member, undertook series of obligations for democratization of the society, including reforming the judicial-legal system. Improvements in the imprisonment areas are an integral part of these reforms. Development of the system of penitentiary institutions means not only reorganization of the system on a qualitatively new basis but also raising its effectiveness.
