The book is devoted to the analysis of Polish eastern policy in the years 1989-2014 in terms of its convergence with the concepts developed by the Parisian Culture team. The ULB doctrine (in other words, the Giedroyc doctrine) created in the magazine can be briefly presented as a program to support the independence and independence of Ukraine, Lithuania and Belarus, and to counteract Russian imperialism (while at the same time abandoning the Warsaw-Moscow rivalry for dominance over Eastern Europe and creating good relations with libertarian circles in Russia). Important elements of Giedroyc's doctrine were also the postulate of normalizing and building friendly relations with Germany, as well as Poland's integration with the economic and military structures of the Western world.
