The collection of documents and materials reflects basic stages of formation and development of Russian militia since October 1917 to July 1934, up to formation of the People's Commissariat of Internal Affairs. Taking into account that it's impossible to observe all numerous reorganizations, changes of organizational formation of militia institutions, subdivisions and services, the authors included the documents revealing the most important tendencies of the militia's development during the mentioned period. Documents are arranged in a chronological order, a considerable part of them is put into scientific use for the first time.
