This brochure presents a program of a research dealing with regional elite. The research started as a part of an Academic research program and is supported by Russian Research Foundation in Humanities. members of the research team define elite as an institution interconnected with other social institutions and influencing at ways of institualization.The authors of the project attempt to describe transforming Russian society, its type, linked to a certain power structure, hierarchies of influence, as well as a system of values, aspirations, and actions.
