The authors examine the utilization of energy resources in Estonian regions and major towns in the period 1996-1999 against the background of social-economic development in these regions. The analysis focuses on the activity of population, employment, regional gross domestic product, on personal incomes and expenditures on housing, including electricity and heat expenses. Evaluation of comparative social-economic welfare proves the unequal regional development in Estonia.
