The monograph describes the main stages of establishing a school of thought for regional and municipal management, deals with the methodological problems concerning the elaboration of the concept of regional and municipal governance on the basis of a new model functioning as a single organizational and economic system. Analyzed and generalized are the regularities of development of the system of regional and municipal governance. Identified are the specifics of management mechanism in the regions of Siberia.
