The materials of this publication have appeared, in part, in the Bulletin Towards a Sustainable Russia. They were discussed and approved at a Round Table meeting of Russian non-governmental environmental organizations ( Moscow, May 14, 1998), a Russian-American Workshop ( Washington, DC, April 7, 1998) and at an International Seminar Priorities for Russians Environmental Policy (Moscow 25-26, 1998).
