The offered edition is entirely devoted to the history of the main state institution that implemented the political power in Imperial Russia. The functioning and development of the Police Department from the moment of its foundation in 1880 up to 1917 is thoroughly considered. The author examines the structure of the department, its functions, methods of work and role in the system of Russian penal institutions. Several chapters are devoted to the exposure of secret agents after the Revolution of 1917. Particular attention is paid to the projects of reforms in the secret service units and reasons for their failure.
