The present report is the first attempt of public and simultaneously expert comprehension of regional peculiarities of corruption by the example of the Volga federal district. The main distinction of the report is that it is based on the method of so-called "public expertise" that relies on the system of qualitative measures which reflect a complete picture of corruptive practices in this or that region, allow to compare subjects of the federation with one another, and as a result to create preconditions for influence on power structures to improve the situation.
