On the basis of numerous hitherto unpublished materials, diplomatic documents and periodical press the author examines the main aspects of the policy pursued by the great powers of the world towards Azerbaijan during the period of 1914-1918, their struggle for the authority in Southern and Northern Azerbaijan as well as the struggle of Turkey against Russian imperialism.
