In the southeast corner of the Republic of Estonia lies the historical mixed-ethnicity Petseri County. It borders Russia to the east and Latvia to the south. Petseri County, which according to the constitution belongs to Estonia de jure in its entirety, but in fact not de facto. Only a quarter of it is part of the Republic of Estonia as the Setomaa rural municipality, and the remaining three-quarters have been occupied and annexed by the Russian Federation as the Petseri district for three generations. This area is divided by a temporary control line, which has been unilaterally elevated to the status of a state border with a visa requirement. It divides the area of the Seto people, a Finno-Ugric ethnic group, living there, into two, and behind it hundreds of farms and the homes, cemeteries, school buildings and churches of thousands of Seto, Estonian and Russian Estonian citizens remain inaccessible. From the point of view of territorial integrity and citizens' property and human rights, the Estonian state does not act to the necessary extent in Petserimaa behind the control line, but it should do so. The county biography covers the entire past of Petserimaa and a little bit of the present, with an emphasis on 163 notable individuals related to Estonian literature, culture, art, nature, music, performing arts, politics, folklore, sports, military affairs, science, religious life, the freedom struggle, etc. The goal is to show that, against the background of the top figures associated with Petserimaa who have significantly enriched Estonian life, we do not have the moral right to forget and leave their fellow county residents, their property and homes to their fate. It is necessary to do everything necessary so that, with the support of the Tartu Peace Treaty, international law and the democratic world, the territorial integrity of the Republic of Estonia can be restored!
