The scientific study examines a scientific problem relevant to democratic development: the meaning and role of participatory budgeting in the 21st century. in the system of democratic public administration. This research study combines the themes of participatory budgeting and democracy, explored in the contexts of inclusive development and e-governance. A significant presentation of the experience of Lithuanian municipalities, hoping that the presented examples will encourage faster integration of participatory budgeting in the Lithuanian public administration system.
