The monograph presents a theoretical understanding of parliamentary procedure and parliamentary process in Russia, including their constitutional dimension. The author is convinced that parliamentary procedure should be based on the principles of democracy, ideological and political diversity (decision-making by the majority while respecting and necessarily taking into account the opinion of the parliamentary opposition), ensure respect for the rights of participants in the parliamentary process, and have formal and logical certainty. In addition to a consistent analysis of each of the parliamentary procedures and their classification, the book focuses on the search for reserves for their development. This primarily concerns the legislative process, the jurisdictional powers of parliament (many of which were added to the list of powers of the Russian parliament only after the constitutional reform of 2020) and parliamentary investigation. The author sees an important reserve in the study of positive foreign and regional practices. The monograph comprehensively explores theoretical aspects of international interaction of states in the criminal procedure sphere, allowing to draw relevant conclusions of both theoretical and practical importance. The author considers in general the legal nature of international cooperation in criminal cases, including the place of this complex legal phenomenon in the system of legal sciences.
