The publication of the personal questionnaires of the main officials of the People’s Commissariat is the first attempt to introduce the data on national elites into the scientific turn in correlation to the post they occupied in the Commissariat (“the position elite”). The documents provide information about their educational level, social background, party and management experience, i.e. give an opportunity to evaluate the main officials as the “the quality elite”.
