Verkhnetoyemsky District is an administrative district (raion), one of the twenty-one in Arkhangelsk Oblast, Russia. It is located in the southeast of the oblast and borders with Pinezhsky District in the north, Udorsky District of the Komi Republic in the east, Krasnoborsky and Ustyansky Districts in the south, Shenkursky District in the west, and with Vinogradovsky District in the northwest. Its administrative center is the rural locality (a selo) of Verkhnyaya Toyma.
