The monograph is devoted to the study of openness and accessibility of municipal legal acts. The paper considers openness as a scientific and legal category, analyzes its anti-corruption potential, examines the state of openness and accessibility of municipal regulatory legal acts in the Russian Federation (on the example of the Krasnoyarsk Territory and other constituent entities of the Federation), as well as in Germany, Austria, Canada and the United Kingdom. The authors submit a proposal on the creation of an electronic system of accounting, storage, systematization and updating of municipal legal acts. The introduction of this system in the activities of municipalities will allow citizens, organizations and the expert community to use the convenient interface and search rubricator to get quick access to municipal regulatory legal acts in a single form on the official website of the municipality (external use of the system), and to place the employees of the municipality, to store, systematize and update not only regulatory, but also other municipal legal acts (internal use of systems we).
