The book discusses the development of Soviet mobilizational planning as an embodiment of Stalinist basic approach to the transformation of Russia and the relations with the outside world. Special attention is given to military politics and debates over the directions, tempo and scale of defense preparations. By the late 30's the accumulation of military power exercised growing influence over domestic and foreign policy of the Kremlin. The monograph is based upon primary, mostly archival, sources and scholarly publications.
