The work offers the methodology aimed at the perfection of towns' social-economic position in modern Russia. These recommendations were suggested in order to evaluate the most burning problems of towns' social-economic potential, to elaborate conceptions of urban development and economic growth, and to create organizational-economic and legal mechanisms of their realization in the context of the whole region.
