The proposed publication represents the collection of materials of the scientific-practical conference organized and held by Moscow Public Scientific Fund together with the Congress of Municipal Organizations of Russian Federation and the Council on Local Self-government. The main aim of the conference was to work out recommendations on local self-government for the program of Russia's development till 2010. The materials of the collection reflect modern position in local self-government and state policy in this field.
