For the first time in national historiography the problems of local self-administration in the Far East of Russia in 1917 - the beginning of the 90-s of the XXth century is considered in a complex way. The authors shed light on Zemstvos and reformation of self-administration, follow the role of local authorities in the political events of the Civil War, reveal the way of sovietization of the region and replacement of self-administration bodies.
