The monograph presents the results of studies of the Stalinist terror that operated in the USSR in 1930–1955. It is shown that the main reason for the Stalinist terror lies in the inability of the party under the leadership of I.V. Stalin organized the construction of a socialist society through the development of democracy and the involvement of the broad masses of the people in this process on a voluntary basis, that the normative basis of terror was not made by laws, but by party directives.
