With the preliminary peace of San Stefano (19.02 - 03.03.1878) an unofficial end of the fourth for the XIXth century Russian-Turkish war was put. Under the banner of the "liberation of the Bulgarian brothers", the Russians managed to expand their power to the Straits and Constantinople with conditional success, inconsistent with the investments made and the victims. Almost depressed by the Slavophil circles in his country to embark on this adventure, the Russian Tsar Alexander II fails to make proper judgments on the state of the army and state finances.
