The monograph deals with the history of the security system in the Asian outskirts
of Russia, the core of which was the police institution. As a main conveyor of local
power, it played a leading role in governance, economic development, ensuring social
infrastructure and state security. The Asian outskirts, being one of the most crime-prone
regions of the empire, existed in the conditions of a lack of security staff together with
its broadest rights and powers. The key condition for the functionality of the system was
unconditional submission, the lack of rights of society and at the same time its assistance
in ensuring security
