The monograph examines the constitutional and legal parameters and resources for optimizing the interaction between the chambers of the Federal Assembly of Russia, taking into account the conceptual framework, the spheres and forms of such interaction between the chambers of the Russian and foreign parliaments. The functional conditionality of the interaction of the named public entities is disclosed; interpretations of its concepts and principles are proposed. As a result of the analysis of the relevant foreign experience, atypical forms of interaction between the chambers of foreign parliaments were identified and named. A number of measures have been substantiated aimed at optimizing the regulatory regulation of interaction between the chambers of the Russian parliament.
