Historical experience of using institutional (administrative) resources for economic upturn of backward marginal regions is analyzed, general patterns and particularities of institutional and economic development of national-territorial formations in the USSR as well as typical mistakes and contradictions of national building within the bounds of multinational states are considered. The author also works out periodization of national institutions establishment in the coming-to-be Soviet republics.
