The action of this book begins with the first Riigikogu elections held in September 1992, which led to the formation of the Mart Laar government. Marju Lauristin from the Moodukad electoral alliance recommended Imre Siil for the position of State Secretary, but Prime Minister Mart Laar thought that the position should be filled by a person better known to the public. So, the proposal was made to Ülo Kaevats, who was currently the editor of the Estonian Encyclopedia, to become State Secretary. Imre Siil received the position of First Deputy State Secretary, or according to the law, the position of Director of the Secretariat of the Government Chancellery. Thus began the author's work in the state service. This was followed by work as a developer of the Estonian e-state and diplomatic work in several countries. The value of the manuscript is that it describes the period of building the Estonian state directly from within the process. The book reflects the activities and mutual relationships of many public figures at the beginning of the new era of independence.
