The study is devoted to the formation and development of parliamentarism and local self-government in independent Kazakhstan. The origins of parliamentarism, dating back to the beginning of the 20th century, the participation of representatives of the Steppe and Turkestan Territories in elections to the State Duma of the Russian Empire, the practice of electing volost governors and aul elders among the Kazakh population in the late 19th and early 20th centuries are considered.
