The monograph highlights the course of the judicial reform of 1864. The author considers the creation and genesis of the system of general courts of the Russian Empire and, in their composition, the judicial chambers as a body with powers of appeal and partially cassation instances, as well as a court of first instance in especially complex categories of cases of great public importance.
The accumulated historiographic experience, a wide source base, including a unique collection of legislation of the Russian Empire (1862-1917), the Provisional Government (February-October 1917) and state formations during the Civil War (1917-1922) allowed the author to formulate and to solve new research problems, to correct the conclusions of predecessors.
