Based on papers from the funds of federal archive depositories of Moscow and St. Petersburg and on the published sources, the second volume of trilogy dedicated to political biography of G.R. Derzhavin considers its main stages during the rule of the Emperor Paul I. The book contains the analysis of administrative activities of G. R. Derzhavin as Senator of the Land Survey Department of the Senate (1796-1800), as President of Commerce College (August-November 1800), Lord High Treasurer of the Russian Empire and Senator of the First Department of Senate (November 1800— March 1801). Circumstances and results of two missions to Belorussia dated by summer 1799 and 1800 are studied. Special attention is paid to public activity associated with the judicial mediation and administration of noble guardianship and trusteeship.
Previously unattributed, notes and suggestions of G.R. Derzhavin on improvement of state administration, as well as some protocols of meetings of the Land Survey Department of the Senate with participation of G.R. Derzhavin have been studied and introduced for the first time. Appendix contains not published earlier documents for the biography of G. R. Derzhavin from the collection of Department of Manuscripts of the National Library of Russia (DM RNL), funds of the Russian National Archive of Ancient Acts (RNAAA) and the Russian State Historical Archive (RSHA).
