The North is investigated as the object of state management and there are defined the goal functions of the developing natural and resource platform of Northern Zone. There are also described social and economic problems of northern regions and the mechanism for their solution is offered. The authors carry out the specificity of the development of enterprises, production infrastructure, and define the capacities of food supply within this area. The papers also greatly concern with problems of economy and ecology relations.
