Apart from the analysis of theoretical-methodological and organizational-legal foundations of organization of local authority in the RSFSR during the period of the NEP, the author reviews principal scientific approaches to the study of problems of local government and self-government, which had formed in the Russian state and law within the period from 1921 to 1929.
