The author examines the history of the system of the Soviet state administration since the October revolution's victory till the personal dictatorship of Stalin in the 1920s. Special attention is paid to the transformation of the Communist Party into the State structure, the extreme power centralization, the repressive methods of the political and economic problems' resolution, the bureaucratization, the degeneration of the "proletariat dictatorship" into the "chieftain" dictatorship.
