This edition consists of 2 parts: the introductory historical sketch and the collection of documents. The work reveals the process of working out concession policy and its practical realization. It demonstrates the dynamics of acting concessions, their specific weight in national economy of the USSR, economic benefit for the state and concessionaires themselves.
