The monograph examines the main results and problems of the thirty-year period of the local self-government reform in Russia. It shows that the choice of territorial model of organization of the local self-government in Russia represents the search for the most financially successful parameters of development management at the local level, and the content of the local self-government reform consists in the permanent search for a rational balance of territorial structure of municipalities and system of financing of services offered by them to the population. The analysis of the local selfgovernment reform in contemporary Russia has revealed five stages, differing in the territorial structure of municipalities and in the degree of financial dependence of local budgets on transfers from higher-level budgets. A comparative analysis of the peculiarities of solving the structural and financial problems of local government in Russia and in foreign countries was carried out. It has been shown that the Russian strategy is the leveling of "fiscal capacity" through the regulation of inter-budget flows within the vertical-hierarchical budgetary system, while the strategy of "horizontal clustering", when the municipal budgets revenues are maximized through economies of scale, provided by the integration of the aggregate demand of several settlements, is implemented in foreign countries. Using the example of the municipalities of the Far Eastern Federal District, it is shown that over the years of reform it has not been possible to balance the financial sources of development and constantly changing territorial structure of municipalities. The prospects for further reform of the local self-government, defined by the state strategic documents are considered.
