This monograph deals with a wide range of issues of studying and developing the Arctic territories of the world and the Arctic zone of the Russian Federation (AZRF). The emphasis is on the Far Eastern and Pacific Arctic sectors, because they remain without due attention of the scientific community. Brief information is given on the main strategic documents adopted in Russia in recent years on state monitoring of the natural, environmental and socio-economic situation in the development of the AZRF, including documents on Russia's chairmanship in the international Arctic Council in 2021–2023. The proposals are substantiated for the concept and main directions of Russia's chairmanship in the Arctic Council, which almost completely correspond to the Strategic Plan for the Directions of the Council's Work 2030, which was adopted at its ministerial meeting in Reykjavik (Iceland) on May 20, 2021. The issues of deploying large-scale and ambitious infrastructure megaprojects in the Arctic are discussed. Options for realizing the transit potential of Russia in order to support logistics flows between the European and Asian economic centers are being considered. The problems and mechanisms for their solution in the territories and waters of the Far Eastern and Pacific sectors of the Arctic are discussed, taking into account the latest natural and ecological mutations and the socio-economic transformations caused by them. The issues of safe and environmentally responsible navigation in the Arctic are considered with an emphasis on its transboundary Pacific sector, which is the subject for the development of business cooperation between Russia and the United States in the Bering/Pacific-Arctic region. Data are provided on the functioning of various auxiliary services of the State of Alaska in this zone to accompany the movement of ships and ensure their safety from climatic influences, technical accidents and other emergencies.
