The book develops a concept of formation and transformation of institutional systems, i.e. groups of the interconnected institutes functioning within the framework of social and economic objects of various levels. Occurrence of new institute is treated as recombination of "proto-institutes" - basic elements of institutional-genetic fund of the economy. The role of social and economic agents in genesis of institutions is investigated. On the basis of the new field in the microeconomic theory the role of the industrial enterprises as incubators and filters in evolution of institutional systems is shown.
