The situation in Transcaucasia at the end of 1917 and at the beginning of 1918, the disorganization of the front and the removal of the Russian troopps from the region created favorable conditions for the realization of the Panturkism plans. The Youngturkish government considered the moment suitable to conquer Eastern Armenia and to open up the way to Turan. Making preparations for an invasion, the Turkish command started broad propagation campaign through its known and secret emissaries, particularly in Muslim-populated regions of Transcaucasia and Yerevan Province.
