The author makes a fundamental study of the formation of system of voivod rule in Siberia between the late XVIth and the early XVIIIth century. Examination of a broad variety of sources made it possible to determine functional responsibilities of town voivods, principles and methods of implementation of governmental policies in military, financial economic and administrative-judicial spheres, as well as to single out peculiarities of formation of voivod rule on materials about Siberia and the Volga Region.
