The monograph examines the issue of the feasibility and possibility of holding elections in Ukraine in the conditions of the Russian-Ukrainian war. Based on the developed criteria, the author analyzes the feasibility of holding elections during a full-scale war. The issue of the legality of elections in wartime, the level of potential democracy of such elections, security threats during elections in wartime, organizational and institutional capacity for holding elections in full-scale hostilities is analyzed.
