For the first time during the existence of Independent Ukraine an attempt to analyze the realization of economic policy is made on the basis of concrete statistic and analytic materials. It is clearly brought out that in spite of great difficulties and omissions in the economy administration and social sphere by all authorities after 1991, however they managed to pave the way for social and economic development starting from 2000. According to the analytic estimations given in the work, a contribution to the beginning of stabilization processes in 1997-1999 is made.
